No team relegated, not team promoted
However FC Batyr team withdrew in the middle of this season due to financial reasons

Club name/location changes

At the start of season:

• FC Sintez became FC Tomiris
• FC Access-Esil became FC Access-Golden-Grain
• FC Akmola moved from Stepnogorsk to Kokshetau
• After first leg FC Tomiris and FC Zhiger united and formed FC Dostyk, which was awarded points of FC Tomiris. While FC Zhiger were treated as having technical losses (0:3) in all remaining games in second leg.
